[Dragaera] Crack? In manifestation and world boundaries

Two key differences, here.
In /Brokedown Palace/, Verra does not piss off the entire assembly of
the Lords of Judgment.
In /VoA/, Tri'nagore DOES EXACTLY THAT.
I rather imagine this may have a great deal to do with why he cannot return.
Also, another key difference: Verra has worshipers in the East, AND ALSO
in the Empire.
Tri'nagore only had a small cadre of followers, only in the east, many
of whom were scattered or killed when Morrolan came through.
Without worshipers, and the idols/temples they create, could he manifest
there to begin with? These factors seem to be important for Verra.
(Destroying a statue brings her to Fenario in /Brokedown Palace/, Vlad
visiting her temple/altar dealy in /Dzur/ takes him to her halls, etc.)
