[Dragaera] Jhereg policy in _TPG_

Fayaavik himself makes clear that "unearned gold is a chain I will not wear"
and "only employees are paid to make attempts".   I think, given Cawti and
Norathar also returning unearned fees, that this was the Jhereg custom.
