Is not being good at predictin consequences the same as not being good
with the future? Sethra says that in the Halls of Judgment, the gods
catch glimpses of "what to us is the future." What if Verra knows that
Vlad will still be alive and kicking during the Jenoine Invasion Mk.
II, and is taking steps to hone him to be a useful tool (among others)
when that time comes? She might not have any hesitation sticking him
into Athyra-like situations.

It's lumped in with all Phoenix stuff that he's already furious with
her about. And he did threaten to kill her over that.

(Don't think it takes Vlad until Dzur to work out Verra's involvement.
He probably picks up on it before Jhegaala is even over, which is one
reason he gets so mad at Father Tagichatnwhatsisname.)
