[Dragaera] Some speculation on Spellbreaker

I don't know.  If the Morganti and Spellbreaker components of GS were 
created to make a GW that would function in concert with PF, and that GW 
(or perhaps its physical compnents) was assembled in the past, and was 
destroyed (in the sense that its components were separated and not 
reassembleable), and will later be assembled anew, with perhaps a new 
soul component (or with a soul component period), it's not simple to 
describe its existence and the intent behind that existence.

More directly put, imagine that the original craftsSerioli (whose name
I can't pronounce or recall off-hand) produced the physical components
of GS and PF in response to foreknowledge that those objects would
contribute to destroying one or more of the gods when the right souls
and circumstances aligned to make them whole (which might include the
right wielders coming along), and Vlad did the work of building GS.
They weren't fully created back in the day, but all the pieces were 
around; but Vlad just did the stitching.  So "were or are to be" is 
entirely sensible in linear time.  And the Serioli V and M talk to 
clearly isn't up for a discussion of the finer points of the meaning 
of existence and intent in the presence of fate - for one thing, GS
probably doesn't get created (in the second sense) if V understands.
