This seems a bit awkward for the Ls of J - one of their primary purposes 
is to winnow souls and place them where useful, and for the most part they
don't get access to those souls.

How can they, in this scenario?

Then one probably needs to invoke the Cycle to handle the coincidence. 
But then it's hard to see what the Ls of J need to do with souls.

That sounds like a good approach to the problem.
