Unless you're doing bit-shifting and have to keep in mind the size of 
your registers, theres no mathematical reason not to use 17 points of 
measurement instead of 16. 16 is simply an easy marker to be able to 
break binary into hex (as it's divisable by four). And hex is only there 
for human readability in the first place.
