[Dragaera] fame and secrecy [was: Vlad's passivity--getting long]

I was pretty sure that most Dragaerans don't even know who the Jenoine are,
except maybe in the most general of terms.   Sethra seems awfully reluctant
to fill Vlad in on even the basics.

My feeling was that, outside of the senior palace officials and the Empress,
most  people think the Jenoine are a legend or a boogeyman story to scare
kids with.  Only the most knowledgeable wizards or Empire security officials
would even believe they were real and represented a threat.

And I think Sethra prefers it that way.
