Dragon is not just the house of War. Judging by Aliera, Dragon is also
the house of decisiveness, ruthlessness (in an
ends-justifies-the-means fashion), and action (even when no action is
required, as Teldra points out). I'm not familiar with The Prisoner so
I can't comment on the episodes.
