This refers to Morrolan futzing with the weather?  I was thinking more 
like running an outboard motor or the equivalent.

That's I guess going to make it a bit more expensive than using Teckla. 
Probably this adds a lot to the cost of shipping in fact - locals at 
distribution points not liking the Orca would be evidence of that.  More 
reason to use teleportation if it's feasible.
