It does make some things fit together, doesn't it? 

It makes me wonder if she may have discovered or codified the worship of 
the Lords of Judgement, if her role back at the founding of the Empire 
may have been as the first priestess. She may even have been the first 
to walk the Paths of the Dead while living; those House books of the 
routes to take should have come from somewhere. And you can see why, if 
she'd done that, and then died and been sent over the Falls, she really 
would not expect to be sent back again. The Lords of Judgement aren't 
the kind who put up with people dropping in casually and regularly. 

All wild speculation of course, but it does seem to have the right kind 
of shape.
