This is a nice idea, and substituting Sethra for Morrolan it might work. 
But ok, imagine Sethra doesn't have [the relevant fraction of] 8M fungible 
(it's all in precious stones [or patents for spells no one else knows], 
which she doesn't want to dump on the market suddenly) - recall from 
_Orca_ that the banking system of the empire is, or anyway soon will be, 
in a bad way.  It may well not be possible to move these sort of funds 
without everyone becoming aware.

(Note that the Empire would presumably be willing to float a loan - look 
what Zerika is willing to do in _Iorich_ - so presumably can't a la _O_.)
