Counterexample: Savn.  He begins his apprenticeship at somewhere around
age 85, at which point he's just starting to be interested in girls.

Paresh gets his own land to farm much earlier, at a 'mere' age 60, but
it's clear that he's still considered a very young man at that point.

Some force is artificially keeping the planet of Dragaera stagnant
culturally and technologically (or was doing so until the Interregnum, at
least.  The nature of this force is a matter of considerable perennial
debate on this list.
