[Dragaera] Devera's birth

Here's some pararectal ideation for you:
Devera is born. She matures to about whatever "pre-teen" means for a
Dragaeran, then Something Happens.
Aliera calls on Verra, whose only available course of action is to convert
Devera into a God.
As a child God, Devera gets bored in the Halls and amuses herself by
wandering around through time and space. Perhaps she is the personification
of memory, or simply of travel. Or maybe it's something to do with that
trick she apparently has of turning into a dragon. Steve confirmed that the
dragon fighting the Jenoine towards the end of Issola is actually Devera,
correct? Which would mean that the Dragon he meets upon entering the Halls
of Judgement in Taltos might also be Devera? But I digress...
I know I'd been assuming that her time/space traveling was an innate ability
resulting from being the offspring of a demi-god. Maybe, instead, it's
because she actually IS a God. For that matter, maybe her appearance is
deceptive and her "true" form has no more to do with being a child than her
dragon form does. Maybe she simply grew up, became a God in whatever fashion
people take up the mantle of Deity, and part of her whole symbolic schtick
is that she prefers to be a child instead of an adult. The strike I see
against that idea is that Verra treats her the way you'd treat a favored
grandchild.
I have too much time on my hands today, obviously. ;-)
