Well, it's fairly obvious why she wants to conquer the East. 

Practice. 

She wants to be the successor to Sethra. So she needs to be capable of 
being Warlord, to a very high standard. So she has to do some 
conquering, for so that she has experience and a track record. She might 
even give it back, observe how it changes to make itself less liable to 
conquest, and then conquer it again, as a test.
