I still think that claim is correct, based on the way Sethra goes to the 
trouble of telling the truth in ways meant to be disbelieved.  In the _Is_ 
case, Vlad could simply be dramatizing, or taking a shortcut.  I can 
easily imagine Sethra said, "I really don't know", which is in many ways 
equivalent to "I have no idea", but wouldn't (I think) be a lie.
