[Dragaera] Tax (and other) revenue by house

Different houses have different approaches to commerce and government responsibilities.   Even the least commercially oriented houses have monetary needs when they are in power, and want tax revenues from the more commercial houses' cities.     I can see "investments" changing between military technology to ship technology to pure research etc.

Which would be the wealthier regimes?   The poorer?   Which would be best for long term development?
