Technically, Vlad might be considered guilty of this as well, except for two things - he "pre-confessed" to Khaavren, which presumably counts as trying to preserve Imperial Security, and he received no benefit, explicitly because they betrayed him (which he counted on). The knowledge of the technique puts Imperial security at risk, but they obtain it for the understood purpose of making a profit, not for preserving Imperial Security  (being who they are, the un-official but factually known rulers of the Organization).

And if they can be compelled to testify, why couldn't Count Szurke always have gotten them compelled to testify about the price on his head? Maybe they never said, "We'll put a bounty on him", but the Justicers could ask, "If someone had destroyed Count Szurke's soul, would that person have received money? From what funds? Who would have authorized the payment?" etc.> **Khaavren already has the evidence he needs, due to Vlad pre-briefing him- the "I wish to report a crime" scene that cuts off (to preserve suspense). I think Khaavren already would know enough of how the Jhereg operate to include that (the possibility of Vlad's death) in whatever formal accusations/proofs he draws up (given the right of Imperially titled nobles to intervene in such scenes).

Couldn't someone in the Right Hand as well as the Left murder Vlad, not for the bounty but for revenge against the Demon, Poletra, or Dyann, or to create a vacancy at the top? If word gets out, couldn't someone outside the Jhereg murder Vlad for revenge against the Jhereg? Would you sell a life-insurance policy to the bodyguards and sorcerers who know the deal?
