[Dragaera] Cycle Surpresses Technology

because 1) Elder Sorcery is crazy dangerous, 2) regular sorcery is a
reasonable compromise between being effective against Jenoine while not
being a threat to yourself, and 3) the Empire isn't the Cycle; the Cycle is
the Empire.  The Empire's bound to make mistakes.
