I think you are arguing semantics, but if the Cycle was literally 
broken, the next Emperor could have been a Jhereg, or an Athyra, or 
virtually anything.  The Cycle held, although the Empire was in 
abeyance (and, frankly, "interregnum" pretty well describes the state 
of affairs, IMNSHO:

1. The Interval of time between the end of a sovereign's reign and 
the accession of a successor.
2. A period of temporary suspension of the usual functions of 
government or control.
3. A gap in continuity.

All three definitions seem to fit.)
