You encountered the consequences of another list configuration choice
that's intended to minimize the damage done if people "reply all" and
don't edit out the copy to the previous poster.  (Remember, people,
*you* control the contents of the "To" field!).

When the server is sending out the copies of a list email, as it
examines each person on the list, it checks to see if that address is
already in the destination headers in the email.  If it is, it can
skip sending the list copy to them.  Thus they get only one copy, but
not the copy that went through the list and hence lacking the list
headers.

Each list subscriber can configure this setting on the web page.  It's
at the bottom of the list membership configuration page, called "Avoid
duplicate copies of messages".  I've set it for new subscribers by
default.
