Is Devera a full blooded Dragon?  Aliera is reported to be the daughter of Verra(Phoenix,Phoenix Guard,other books) . Aliera, while fully a dragon, is not likely to be a "full blooded" dragon in the genetic sense.  Devera seems like she is a full blooded god. I believe she shows up as the dragon in Issola and in Brokedown Palace, her omniscience where Vlad's problems are concerned, her inheritance are all far from normal for a dragareon and all point to godhood to me.

If Mario is the reincarnation of Kieron there's no problem with both Mario and Kieron being the father of Devera. (yes, I know SKZB says no one is anyone else, but I think he can wiggle his way thru this one if he wants to.) Might explain Aliera's desire to have Kieron return from the paths of the dead.  The timing on Kieron reincarnating is a potential problem, but time  and the paths of the dead seem to play many odd games.

As far as creating a new Phoenix line.  If a half breed god-dragon (Aliera) can be the dragon heir, who knows what would be acceptable as a Phoenix.
