I think this is a good stab, though I'd see it more as a step in the long 
process.  Also it might reflect Vlad's greater awareness of the power and 
influence of the LH.

It doesn't make sense to call the organization the RH, given the empire 
and cycle and so forth, but those details don't matter that much to Vlad 
at this point, and anyway he's never entirely internalized the fact that 
Dragaerans are both complete entities and fundamentally clanned.

Someone remind me - there's no explicit house allegiance in citizenship 
for Dragaerans, right?  There's no need for members of the LH to have 
a house?  Also, what happens when someone from e.g. Greenaere comes 
within the orb's influence?  Do they get a chance to declare fealty?
